We are on the ninth floor. Can you do the outside?

No, and nobody should tell you otherwise from a pole. Above roughly four storeys the exterior needs rope access or a cradle, and in most managed blocks it is arranged by the managing agent on a building wide cycle rather than flat by flat. Expect it to want doing more often than the glazing does. Rain carries dirt down the face of it and the bottom rail holds standing water, so marks come back there first. We will not lean over it to reach anything below.

We are on the second floor above a shop on a pedestrian street. Can a pole reach from the pavement?

Sometimes, and the obstruction matters more than the height does. A shop canopy, a projecting sign, an awning frame or a line of bollards can each put the pole at the wrong angle for the glass above them.
