No, and nobody should tell you otherwise from a pole. Above roughly four storeys the exterior needs rope access or a cradle, and in most managed blocks it is arranged by the managing agent on a building wide cycle rather than flat by flat. We are on the second floor above a shop on a pedestrian street. Can a pole reach from the pavement?
Sometimes, and the obstruction matters more than the height does. A shop canopy, a projecting sign, an awning frame or a line of bollards can each put the pole at the wrong angle for the glass above them.
